Cannot set game to 100% screen size

I cannot change the game setting from 80% to 100%

When I try to change it to 100% after loading the game it seems to reload the screen quickly but is still shows it is at 80%
The screen size doesn't change and it is always stuck at 80%

I tried switching to different resolutions and tried again and still could not get it to change from 80% to 100%

I am running this on my notebook that has a native resolution of 1366x768.
I changed it to a couple lower resolution settings and tried again with the same results. The game works at 80% fine, but for some odd reason it won't let me select 100% to make it larger.

I have tried full screen off and on with no difference.
I turned off hardware acceleration and tested, and restarted the game to test again, with the same results.

I am running Windows 7 64-bit with the latest Nvidia drivers for my video card. I have the latest Adobe flash version installed.
My video card has 1gig of dedicated video ram, so my card can easily handle games so my pc can play this game without even breaking a sweat.
So I don't know why I am cannot switch from the 80% size to the 100% size.

Can anyone help here?
Have any ideas of why I can't get it to switch?

you can't switch the size to 100% because your screen resolution is too small for it. for 100% you need at least 1200x800 otherwise it's automatically switch back to 80% which is your case.
