I'm having a problem in the oil bar, I sit down to play the game but the game never starts. I've gotten the oil drum already, is this an issue?

What version of the game are you playing?
fwiw, the general advice for the iOS & Android versions is to re-download the game.

I'm playing the android version on a Galaxy Note II. I should redownload ? will it keep my saved games?

Guess I have to uninstall and then reinstall?

First try closing the game, powering down your device, then restarting.  You might get lucky and the glitch will correct itself.

Otherwise, yes, you will have to remove then redownload the game.
But, unfortunately, you will loose your saved games.

CORRECTION:  the Android version has something called "Cloud Save".
Quoting from here (https://play.google.com/store/apps/details?id=air.net.machinarium.Machinarium.GP): "you can use the 'Lost Save' functionality within the game to partially recover your position (there are 6 pre-saved positions from various parts of the game)."

Try that if you have to re-install.

Had to reinstall, lost my saved games. AH well. It's a fun enough game and I'm not too far into it to be upset that I have to play it over again. Will let someone know if the problem happens again when I get there.

And sadly the removal/reinstall didn't work. Again the game will not start playing when I sit down at the table in the bar.

Second - tap to game on table
