Cannot shoot harpoon at Robot dog / Nexus 4

The harpoon does not shoot when I take the harpoon and click on dog .

This is irrespective of , if the dog is behind the trash can or licking the oil .

From the you tube walk throughs , I understand that the even if the dog is behind the trash can , the harpoon will shoot and will catch the trash can instead . This does not happen .

The game was downloaded on 25th April 2014 and is the latest version so far .

That's not a harpoon.  It's a plunger (like the kind you use to clear a clogged kitchen drain).  So now that you know it's a "plunger" you can search the forum for that term and find all sorts of advice about how to complete that level.
