Can't get past control room?

 I'm having trouble with the control room.

I went through the tunnel, the rat stole the manhole-broom-key thing. I flipped the guard-shoot-the-target, he went to go collect more bullets. As he was collecting, I stole some bullets and threw it on the floor near the levers, stole his key, and couldn't flip the switch. Now I'm flipping the guy over constantly and I can't continue. What do I do now?

If I remember well, there's not so much effort needed to get to the control room. Try starting a new game and see if works .

If not there should be something wrong. I don't know, for me it worked everytime.

I had the same problem as the question you answered. I can get the key but I can't get it to unlock and turn the lights green. Is this a bug in the program? I am playing on a Surface RT.
Please help. I love the game, but I am frustrated by not going on.

If not then try using the in-game solution book. And if you've done everything correctly and still can't go on, then I'm aware that this is a bug. Just like Docgio mentoined.

It must be a bug. I started over with same result.
